  Deepening the reform of the power sector is an urgent and arduous task; the more so, the more we must advance it in a steady and orderly manner, firmly upholding the safety bottom line and never crossing the red line for safety, while adhering to the important principle of “ensuring safety and reliability.”

  The “Several Opinions on Further Deepening the Reform of the Power System” emphasizes that, in deepening the reform of the power system, institutional and mechanistic design must adhere to the technical and economic principles governing electricity as a commodity—namely, its real-time nature, intangibility, volatility in supply and demand, and homogeneity—so as to ensure dynamic equilibrium among the generation, transmission, and consumption of electric energy, to safeguard the safe and stable operation of the power system and the reliable supply of electricity, and to enhance the overall level of power safety and reliability.

  Safety and reliability are the cornerstone of efficient power system operation, the foundation for building an effectively competitive electricity market structure, and the prerequisite for enabling more market participants to reap the benefits of reform.

  Looking back, thanks to the concerted efforts of the entire industry, China’s power safety production situation has remained consistently stable.

  As we chart the course for the future at a pivotal moment when the new electricity reform is gaining momentum and we are accelerating the establishment of an effectively competitive market structure and system, whether it involves advancing inter-provincial and inter-regional electricity market transactions, ensuring guaranteed purchase of renewable energy generation, maintaining overall balance between power supply and demand, or liberalizing the retail electricity market, we must, in pursuing each specific task, further strengthen our awareness of red lines and bottom-line thinking, thereby solidifying the protective barrier that safeguards people’s lives and safety.

  To safeguard the foundation of safety and deepen the reform of the power sector, it is imperative to rigorously enforce accountability. In accordance with the principles of “joint responsibility of Party and government, dual responsibility for each post, and concerted management by all,” all power enterprises must further refine their safety responsibility systems, ensure that responsibilities are fully assigned and implemented at every level, and uphold the principle of being accountable for one’s own area of responsibility.

  To safeguard the foundation of safety, deepen the reform of the power sector, further strengthen institutional development, and advance law-based governance of public security, we must take the implementation of the new Work Safety Law as an opportunity. In accordance with the relevant provisions of the recently promulgated Measures for the Supervision and Administration of Power-Related Work Safety, we should promptly review, adjust, and refine the rules and regulations governing work safety supervision and administration, ensuring that all activities are conducted in strict compliance with the law, that the law is rigorously enforced, and that violations are invariably investigated and prosecuted, thereby upholding a well-regulated rule-of-law order for work safety.

  To safeguard the foundation of safety and deepen power-sector reform, it is essential to strengthen safety oversight and elevate the level of evidence-based regulation. This requires improving and perfecting the power-regulation institutional framework, innovating regulatory measures and tools, intensifying targeted oversight of identified issues, leveraging problem-specific interventions to drive broader improvements, and thereby further enhancing safety in production across the entire industry.

  To safeguard the foundation of safety and deepen power-sector reform, it is imperative to address weak links, emphasize proactive prevention, and establish long-term mechanisms. Power enterprises must focus on both prevention and root-cause remediation, adhere to the principle that “potential hazards are equivalent to accidents,” intensify efforts to eliminate such hazards, advance the development of a safety-risk pre-control system, and rigorously prevent safety incidents from occurring.

  With the launch of the new electricity reform, all professionals in the power sector must uphold their responsibilities and ensure the safe, efficient operation and reliable supply of electricity, thereby solidifying the safety foundation of the reform.
